Notice is hereby given that sealed bids will be received at City Hall located at 2174 Blossom Street, Dos Palos, CA 93620, up to 2:00 pm, Thursday June 12, 2025, at which time subject bids will be publicly opened and read aloud or furnishing to said City all labor, materials, equipment, transportation, and services necessary to perform work as follows:

The project consists of mobilization, installation of new curb & gutter, sidewalk, ADA ramps, striping, crosswalks, and new asphalt to match design grades to existing. Other needs include any other items as required by the Contract Documents. Project area encompasses East Blossom Street from Palm Avenue intersection to the Lucerne Avenue intersection.

Instructions to bidders, Plans, Specifications, and proposal forms may be inspected at the office of the City Engineer, QK, 2816 Park Avenue, Merced, CA 95348, and copies of said documents may be obtained at said office upon payment of sixty-five dollars ($65.00) for each set (non-refundable). A PDF version of the documents can be obtained at no cost by visiting planroom.qkinc.com and registering as a plan room user. No bid will be received unless it is made on the proposal form furnished in the Documents. All questions regarding this project during the bidding phase shall be submitted in writing no later than June 5th, 2025, to Stephanie Hermeston, at Stephanie.hermeston@qkinc.com. Any questions received after said date will be null and void. A pre-bid walk is scheduled for Thursday, May 29, 2025, at 10:00 a.m. at City Hall located at 2174 Blossom Street, Dos Palos, CA 93620

A certified check, cashier's check, or bidder's bond in the amount of ten percent (10%) of the bid made payable to the City of Dos Palos will be required to accompany each proposal.

This Project is being funded by local capital funding; no federal requirements are necessary.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has ascertained the general prevailing rate of wages and employer payments for health and welfare, pension, vacation, travel time and subsistence pay as provided in Section 1773.8, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. These rates shall be a part of the Contract and may be viewed online at www.dir.ca.gov. The Contractor will be responsible for paying the State Wage Determinations for any trade.

The City of Dos Palos hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, religious creed, sex, national origin or any other basis protected by applicable law.

All bids are to be compared on the basis of the City Engineer's estimate of the quantities of work to be done. The City of Dos Palos reserves the right to reject any and all bids and to waive any informality in any bid received not affected by law. Proposals received after the announcement ‘City of Dos Palos Notice to Contractors East Blossom Street Rehabilitation’ for the bid opening will not be considered. No bidder may withdraw its bid after the time announced for the bid opening, for a period of ninety (90) days thereafter.

The project, if awarded, will be based upon all work contemplated in the Total Bid.

The Contract shall be signed within 5 days, not including Sundays and legal holidays, after receipt of the Notice of Award.  Work shall be completed within 90 days of notice to proceed.  Start date is scheduled for Monday, July 7, 2025.

The City of Dos Palos further reserves the right to delete such portions of the work as it deems necessary or expedient and the right to perform such portions of the work by force account as it deems necessary to expedite the completion of the project. The Contractor is expected to coordinate his work with that of City forces to cause the least delay in the completion of the Contract.

No bids will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code. The proper classification required to perform this Contract is "A", General Engineering Contractor.

A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.12 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

City reserves the right to temporarily retain five percent (5%) from each payment to Contractor pursuant to California Public Contract Code § 7201 until the City determines that all work and other requirements of this Contract are complete. Pursuant to Public Contract Code § 22300, the contract will contain provisions permitting the successful bidder to substitute securities for any moneys withheld by the City to ensure full performance of the Contract. Such securities shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for investment under this provision shall be limited to those listed in Section 22300 and Section 16430 of the California Government Code.
